A Pause for Progress: What Hillsboro’s Housing Update Really Means?

Hillsboro’s 2024 Housing Strategy is taking a short pause after Oregon’s Department of Land Conservation and Development asked the city for a few clarifications — mostly around timing and how future housing will match the city’s actual needs.
It’s not a setback; it’s a chance to refine the details before moving forward.As Hillsboro continues to grow, the city’s plan aims to balance where and how new homes are built — making sure expansion happens thoughtfully, with a focus on long-term affordability and livability.
For now, most active neighborhoods and new-construction communities are moving ahead as planned. The revisions mainly affect future developments just outside city limits, which may take a little longer to reach the market.
That said, this moment is a good reminder of what makes Hillsboro unique: a community that values growth, but not at the expense of balance.
The revised plan will likely encourage more infill housing and redevelopment within the city — using land we already have, in smarter ways. That means new opportunities for homeowners, builders, and buyers who want to be part of a more sustainable local market.
The city expects to review the updated plan this fall, with final approval by the end of 2025. I’ll keep following along and sharing updates as they come.
